It does not include any submission, outreach, nomination, or communication with any government authority. It is not a payment for a passport, credential, government filing, nomination, or official application. No portion of the advisory fee is paid to any governmental institution.

A diplomatic passport alone does not confer immunity and does not create legal protection absent formal recognition and applicable official status under relevant law.
