- Diplomatic Passports
Diplomatic passports are among the most exclusive and coveted travel documents in the world. While their privileges are often misunderstood or exaggerated, there is no question that formal diplomatic appointments - whether career or non-career - carry distinct advantages for those who meet the criteria. At William Blackstone Internacional, we do not sell, broker, or guarantee diplomatic passports. What we do is provide advisory and coordination services to qualified individuals seeking non-career diplomatic appointments positions which may, under certain circumstances, result in the issuance of limited-use diplomatic credentials by the appointing government.
There are two types of diplomatic appointments:
Career Diplomats: Full-time government officials serving through traditional foreign service channels
Non-Career Diplomats: Former public officials, or high-profile private individuals, appointed to honorary or special roles by a sovereign government.
Through our global advisory network, we assist (ultra) high-net-worth individuals in preparing applications for the following non-career positions:
These roles are awarded at the sole discretion of governments and often based on factors such as philanthropic activity, business stature, or cultural diplomacy. Our work includes candidate strategy, legal coordination through in-country attorneys, and one-on-one coaching by former career diplomats.
While privileges vary by jurisdiction and appointment type, non-career diplomatic roles may include:
Reduced airport/customs screening (per host country’s recognition)
Import duty and tariff exemptions for personal effects
Enhanced global mobility, including visa facilitation in select countries
Opportunities for high-level government engagement and policy access
Elevated social and diplomatic standing in international circles
Note: Diplomatic immunity is limited and subject to the host country’s laws, international treaties (such as the Vienna Convention), and the nature of the appointment. Not all roles confer travel documents, and those that do are strictly issued by the appointing government, not through intermediaries.
For many private individuals, the true value lies in access, not travel perks. A non-career diplomatic role positions you within formal government networks, unlocking opportunities for influence, collaboration, and high-level exposure. This strategic positioning is particularly appealing to philanthropists, business leaders, and individuals engaged in cross-border initiatives.

Exploring the World of Non-Career Diplomats: A Comprehensive Overview
Read our FAQ below to become more familiar before you contact us.
Our process begins with your expression of interest. Once we receive your inquiry, our team will initiate a high-level review to determine whether your profile aligns with the type of individual governments may consider for a non-career diplomatic appointment.
As part of our internal protocol, we conduct a full KYC (Know Your Client) and international background screening prior to any onboarding. This ensures that we not only comply with legal standards but also maintain the integrity and discretion that our network requires. We also take time to understand your motivations: Why you are pursuing a diplomatic role, what you hope to achieve, and whether your goals are consistent with the nature of the appointments we help prepare for.
If your preliminary review is favorable, we will extend a tailored engagement proposal outlining scope, timeline, and professional fees. Should we determine that the candidacy is not viable, we will inform you respectfully and with full discretion, and without charge or obligation.
For accepted clients, our process involves a carefully structured preparation phase in collaboration with international legal professionals and experienced diplomatic advisors. This phase may include dossier development, coaching, and jurisdiction-specific positioning, all designed to present you credibly to the appropriate foreign authority, always within legal frameworks and without any guarantee of outcome.
Should a foreign government invite you for further engagement - such as an interview - a success-based fee may apply, clearly outlined in advance. At that point, your candidacy transitions from internal preparation to sovereign consideration, and we remain at your side to ensure you are fully equipped for the opportunity.
At William Blackstone Internacional, we do not sell outcomes. We curate credibility. And when your ambition meets readiness, we help ensure you present at your best.
No. If our internal review concludes that your profile does not meet the standards typically required for a non-career diplomatic appointment, we will not proceed with your engagement regardless of willingness to pay.
William Blackstone Internacional is a highly selective consultancy. Our value lies not only in the services we offer, but in the credibility and discernment we bring to every case we accept. We are known for presenting only the most qualified and well-prepared individuals to foreign governments, and preserving that reputation requires us to draw clear lines around who we are willing to represent.
Allowing candidates we do not believe in to proceed would compromise the trust we have built with institutional counterparts, legal partners, and former diplomats who support our work. It would also dilute the integrity of our process and the value we provide to those who do meet the threshold.
For these reasons, if we determine that your candidacy is unlikely to be favorably received, we will respectfully decline the engagement. This protects both your resources and our standing in the diplomatic advisory space.
Yes, generally speaking, a strong professional track record and public visibility can enhance your candidacy. Governments often consider individuals with notable achievements, international recognition, or proven leadership as potential assets in honorary or non-career diplomatic roles.
That said, public stature alone is not sufficient. Each jurisdiction has its own criteria, and suitability is evaluated holistically, taking into account your background, intentions, and alignment with the appointing government’s interests. Our role is to help position your accomplishments strategically, while ensuring that your candidacy is presented with credibility, relevance, and discretion.
Wealth alone is rarely enough. Governments seek individuals with proven influence, credibility, or strategic value, not just financial success. While substantial resources help, non-career diplomatic appointments are typically extended to those who have demonstrated qualities a country can leverage, whether in cultural reach, intellectual capital, philanthropic leadership, or economic diplomacy. Each case is evaluated holistically, and alignment with a nation’s interests is essential.
We receive approximately 40 applications monthly. Each is carefully evaluated, but on average, only one candidate is approved. The most we have ever accepted in a single month is two. Our selection process is intentionally rigorous, because we have a reputation to uphold and a duty to present only the most qualified individuals to foreign governments. When we recommend a client, it must carry weight. This high standard protects the integrity of both our work and yours.
No. Diplomatic passports are not for sale, nor can they be legally purchased under any circumstance. They are issued exclusively by sovereign governments to individuals who have been formally appointed to an official diplomatic position, whether career or non-career. Any person or entity claiming to sell diplomatic passports is either misrepresenting their authority or offering forged documents, which can lead to serious legal consequences, including arrest, prosecution, and permanent reputational damage.
Even if such a document appears legitimate or originates from someone with purported government connections, regimes change and unauthorized issuances are often revoked without warning. The risks far outweigh any perceived short-term benefit.
At William Blackstone Internacional, we do not sell documents or guarantee outcomes. We work with integrity to help qualified individuals pursue lawful, government-issued appointments that may, if granted, result in official credentials. Our focus is on long-term strategy, not shortcuts and our commitment is to longevity, reputation, and success.
Diplomatic passports have no legal sales price, so this question cannot be answered in that context. These documents are issued by governments (not bought) and any offer suggesting otherwise should be treated with extreme caution.
What you can ask is how much our process costs to enable you to have a credible opportunity to be considered for a non-career diplomatic appointment. Our fees are in the tens of thousands of dollars, which includes legal coordination, diplomatic consultants, professional writing, mailing of documents, and various administrative expenses.
In certain cases, depending on the jurisdiction and the nature of the appointment, additional costs may arise, particularly once a candidate is conditionally accepted. These figures vary widely and are handled directly between the individual and the host country, not through our firm.
There is no official financial threshold, as governments appoint individuals based on merit, contribution, and alignment with national interests, not solely on net worth. That said, clients who have been successful in pursuing non-career diplomatic appointments through our advisory process have typically had a net worth of at least $5-10 million or more.
This level of financial standing often reflects the kind of international presence, philanthropic capacity, or strategic value that certain jurisdictions may consider when evaluating candidates. While wealth alone is never enough, it can help support the type of profile that governments take seriously.
Not exactly. While we welcome your preferences and will take them into consideration, our primary role is to identify jurisdictions where your profile has the strongest chance of being accepted. Each country has its own diplomatic needs, cultural priorities, and appointment criteria; forcing a fit where one doesn’t exist often leads to disappointment or rejection.
If, after consultation, you still wish to proceed with a country of your choosing, we will respect that decision. However, we will always advise you transparently if we believe an alternative jurisdiction offers a more viable or strategic pathway. Our goal is not to fulfill a preference; it is to align you where your candidacy has the highest likelihood of being taken seriously.
You may express a preference, but ultimately, diplomatic titles are granted at the sole discretion of the appointing government. These decisions are based on protocol, internal needs, and how your background aligns with the intended purpose of the appointment.
While we will advise you on which titles are most appropriate for your profile - such as Honorary Consul, Ambassador-at-Large, or Special Envoy - the role itself cannot be requested or guaranteed in advance. Our responsibility is to position you credibly, advise on strategic fit, and ensure that your goals and motivations are clearly aligned with the jurisdictions we engage, so that when a government makes a decision, it is both informed and appropriate.
We take great care to ensure that your objectives are understood and respected before any title is formally considered or recommended.
Diplomatic immunity is governed by the Vienna Convention on Diplomatic Relations of (1961) and varies widely based on the type of appointment, the issuing country, and whether the role involves foreign posting or is served locally.
Some non-career diplomatic roles - such as Honorary Consuls - may carry limited or functional immunity, typically restricted to official acts performed on behalf of the appointing government. These protections do not equate to the broad immunity granted to career diplomats stationed abroad and may not apply in your country of residence.
If and when your candidacy progresses to the point of negotiation, the appointing government will clearly outline the proposed title and the extent of any immunities that may accompany it. It is essential to approach the process with a clear understanding that immunity, if granted, is strictly governed by international law and host-country discretion.
In most cases, two governments are involved in the approval process:
The appointing country (the one issuing the diplomatic title)
The host country (where you are expected to serve)
Even if a government agrees to appoint you, the host country must formally accept your credentials before the role is recognized locally. This acceptance is not automatic; the host nation retains full authority to approve or reject diplomatic appointments at its discretion.
To be successfully appointed and recognized, you must be in favorable standing with both governments. Navigating this dual-approval process requires sensitivity, credibility, and a strategic approach, which is where our advisory experience becomes essential.
In such cases, traditional appointment pathways may be limited. However, one of the advanced tools we use in specific scenarios is the strategic application of consular circumscription—a legal mechanism that allows for the designation of diplomatic representation over a defined geographic district, separate from where an existing appointee is posted.
This approach can, in some jurisdictions, open pathways for qualified individuals even when conventional appointments might appear unavailable due to overlapping representation. That said, it is not universally applicable and depends entirely on the legal frameworks and diplomatic discretion of both the sending and host countries.
Our role is to assess such complexities case by case and, where viable, help present a proposal that respects existing diplomatic placements while introducing a new value proposition.
Realistically, extremely low, even for highly accomplished individuals. Diplomatic passports are issued only to those who receive formal appointments from a sovereign government, and only a very small percentage of applicants ever reach that level.
That said, exclusivity is not the same as impossibility. If you are serious about exploring this path, our role is to help you bring forward the strongest possible case. Through strategic positioning, legal coordination, and the support of experienced diplomatic advisors, we help qualified individuals pursue appointments lawfully and credibly.
